I've spoken to Jean-Gabriel Bankier of BEPress, and he's explained that the login requirement was a result of misconfiguration. A setting on the faculty works series had been misappplied, and after your post on the subject brought the matter to their attention, they fixed it. (They allow faculties to set their paper series to be either public or private, which is why the setting exists at all; BEPress doesn't mandate either.)
Bottom line: readers can download your paper, without registering, either from your site or from BEPress.
