That's an interesting one. I have no doubt each individual tweet is fair use — contra the Faulkner estate, it's bonkers to suggest a sentence from a book can't be repeated without a license — but doing the whole work is, well, different. I think I'd say the overall "work" (i.e., the tweets) is indeed transformative, and, moreover, does nothing to harm the commercial market for the original work. Have you ever tried reading more than a single tweet at a time? Horrible.
